Richard De Luca was on the hot seat for prior complaints and a pending complaint. He agreed to the consent order back in May if they'd let him have until July 31 to wind down his business and turn in his certification. On board counsel's recommendation, the board agreed, provided he never reapply for licensure in TN. (They were coerced, though. De Luca's counsel promised to keep them in court for at least another year if they didn't.)
